I provide Cost Engineering consultation services and estimating training through my consulting firm PTCC. Consulting and Project Management

The first part of my assignment placed me in the lead role of a professional team of Planner's and Cost Engineer's which provides services to the Engineering division of Eskom's Engineering division, as part of the larger Project Controls function. This assignment involved collecting project cost and budget information from dozens of Engineering projects in the early stages of development, and producing cost performance reports and dashboards for the complete portfolio of projects under the administration of the Engineering Project Controls function of the business. I worked closely with our Planners and Schedulers, who formed an indispensable part of our function and team.

My second assignment placed me full-time on-site at the Eskom Kusile Power Station Project in the Mpumalanga Province. Here I formed part of a team conducting an audit on the Project Controls function for the project. After the audit was completed and our recommendations submitted to the client, we were asked to remain on-site to provide an oversight and assurance function for the Project Controls department.

Other projects within the Cost Estimating Solution Project (CESP) involved estimating coding structures, job and competency profiling, and estimating software evaluation and selection.

Our division tendered on E&I projects within the mining, industrial, and petrochemical industries, as well as various wind farms and solar PV farm projects.

I was employed by the Project Controls Division within the Eskom Program Management Office (EPMO), to consult on the Cost Estimating Solution Project (CESP) as an Estimating Subject Matter Expert (SME) from March – May 2011. The CESP was still in its initial setup phase and I contributed my functional, practical estimating and general business knowledge with regards to developing and implementing solid estimating functionality within the company. In addition to my functional skill, I'm also a very versatile individual who find my feet quickly, in any situation, and is able to communicate on the topic of estimating to a wide audience of people, with varying levels of estimating knowledge. As a result of the above, I was well respected and I was frequently approached by managers in Eskom to share my in-depth knowledge with Eskom employees.

During my assignment I worked on developing an integrated high level workflow, high level processes and procedures that will be vital in laying out the foundation for developing the estimating capability in Eskom. I was able to utilize information from Eskom's Engineering, Commercial, and Project Management departments and created an integrated solution for Estimating. In addition to this I also worked on an estimate for a strategic project and highlighted the lessons learned from this initiative, as part of a continuous improvement drive within the company.

My duties included the management of a team of Civils, Mechanical, Electrical, and Instrumentation Estimators for EPC Turnkey Projects in Africa and the Middle East. I had to exercise control over the accuracy and quality of tender submissions to local and international clients. I had to ensure that Group Five maintained a leading market edge in the construction sector by ensuring competitive proposal tactics and strategies. I, together with my team, created and implemented various Excel Costing Sheets to be used by the company for tender purposes. My role also involved reading technical and commercial tender documents for EPC Turnkey Projects. As part of preparing cost estimates, I had to contact various local and international suppliers for material and equipment pricing. I was tasked with calculating material and labour rates for each item or task on a bill of quantities, as well as conducting take-off's from technical drawings in order to formulate bills of material for pricing purposes. I used my technical knowledge to review some basic plant designs for cost estimates or budget quotes, i.e. cable and racking sizing from motor lists and drawings, as well as basic overhead power line designs for tendering cost estimates. My role also involved regular meeting with local and overseas clients and / or consultants to discuss tenders submitted, and negotiate orders. During my career I have attend numerous meetings and site inspections all over South Africa, Africa, Middle East, Australia, and Europe. My experience has also been employed to assist clients and consultants with compiling tender bills of material for tender purposes. I have also been exposed to various levels of project scheduling for various types of large construction projects during my career.
