Arthur Blaxall is the former Chairman of the South African National Council for the Blind. He founded the Arthur Blaxall School for the Blind, but it was forced to change his name when he was exiled for his opposition to the National Party government in 1964. He also served as the Chairman of the International Fellowship of Reconciliation.
