Job Description

This is a six months contract position until the appointment of a permanent Chief Executive Officer. The CFO will be tasked with, amongst others, providing both strategic and tactical support on matters relating to financial management including but not limited to, accounts payable, accounts receivable, levies management etc, budget management, supply chain management, asset management, cost benefit analysis, forecasting and financial reporting. The CFO will also have oversight of strategic projects and provide programmatic support of key contracts.

  •  Assist the ACEO by providing strategic vision including fostering and cultivating stakeholder relationships at national and regional levels, as well as assisting in the development, negotiation and oversight of key contracts.
  •  Assist in performing tasks necessary to achieve the Seta’s mandate mission with regards to financial management and all related tasks
  • Provide programmatic support to operational functions and raise awareness/ knowledge of finance-related matters
  • Participate in the identification of new funding opportunities, the drafting of prospective organisational budgets, and determining cost effectiveness of projects
  • Manage key contracts and ensure implementation is in accordance with service level agreements
  • Assess the benefits of all existing and prospective contracts and advise on the organizational design and implementation matters of projects.
  • Ensure adequate controls are installed and that substantiating documentation is approved and available such that all transactions comply with independent and regulatory audit standards

ü  Oversee the preparation and approval of annual budgets and the periodical reviews thereof to ensure organisational success through cost analysis support, and compliance with all contractual and programmatic requirements. This includes:

  • interpreting legislative and organisational rules and regulations to ensure compliance with all regulatory and contractual guidelines,
  • ensuring that relevant regulations and requirements are disseminated to appropriate personnel, and
  • monitoring of compliance to laws and regulations.
  • Review and oversee the management, coordination and monitoring of all financial reporting activities for the Seta including the monitoring of commitments/contract/grant/ project budgets.
  • Oversee all purchasing and payment for goods and services
  • Develop and maintain systems of internal controls to safeguard financial assets of the Seta and oversee funding allocation of programmes and goods/ services
  • Monitor banking activities of the organization and ensure adequate cash flow management to meet the organization's needs
  • Independent and impartial advice into the organisation decision making
  • Must have responsibility to establish measures for proper financial management and implement board decisions
  • Liaise with internal and external auditors and stakeholders
  • Administer the process of tabling of reports to management and governance structures
  • Manage the department in terms of the PFMA, National Treasury Regulations, Skills Development Act and Levies Act and other regulations that govern the organisation
  • Provide sound advice to the Board and Sub-committee  pertaining to submissions with financial implications and attend governance meetings
