Mr Van der Merwe is a Technical Director of the Utility Advisory and Management Consultant division within Aurecon. He has more than 36 years of experience in management and engineering positions in the EDI (electricity and distribution industry) and ESI (electricity supply industry). At specializes in utility management, restructuring and transformation and has extensive experience in assisting state utilities developing sustainable operations and developing turnaround strategies for these utilities.

During his illustrious career At has served on various Governmental Commissions, work-groups and task teams for the EDI and acted as President of the AMEU (Association of Municipal Undertakings of SA). He provided specific inputs for the national initiative for Free Basic electricity, the National Electrification forum (NELF), electrification subsidies for municipalities and electrification standards via the ESLC standards body. He was responsible for the corporatization of a municipal electricity utility in creating Centlec Pty (Ltd) and worked as GM for EDI Holdings RED 2 and RED 5, responsible for the restructuring of the EDI in SA for the envisaged mergers between Eskom and the 187 licensed municipal distribution utilities.

At has received several industry awards incl. being named ESI personality of the year and Honorary Member of the AMEU for outstanding achievements. He served as a board member of PIESA (Power Institute of East and Southern Africa) and was appointed by the minister to serve for a term on the board of ECSA (the Engineering Council of SA). He is a registered professional engineer with ECSA.

At is well acquainted with delivering projects in various African countries, having worked extensively in Tanzania, Zambia, Liberia, Malawi, Lesotho, DRC, Nigeria and Angola. This includes his role as Managing Director of the Tanzania Electric Supply Company (TANESCO) during 2005 and 2006.
